Since March 2006, the European Union and the European Aviation Safety Agency publish a list of Airlines blacklisted (or limited) to fly in all countries covered by E.U. and/or E.A.S.A. Airworthiness Authorities.
This list is updated minimum every 3 month and may be more often depending on the events and the results of the airlines inspection done by E.A.S.A teams in all the European airports.

Of course this EASA list in not complete as it do not cover the whole world.
Nota: the good news is not to find the airline you will fly on in the list (and not the reverse!).
As safety should be the most important criteria to choose an airline to fly with (I really want to know if I can be confident to land safely after taking off...) here are some other sites that will give you the security rating of all airlines and help you to make your own statement and carefully choose an airline for your travels:
