Ok, for that case I can only say that just have a talk to the lawyer that I give to you coz he is a good adviser too or letter for him asking for some advise of what your friend can do for his situation. Just let him know that you are a friend of mine ( Maria or maries as my other name there)

As what I know One year not meeting or stay together as couple is ground for annulment and good that they don’t have any kid too but we will say.. is she applying for a visa now? that can be done though but it is not the case. like i said it is no longer called amendment but renewal. and she only need to present secpa copy of her marriage cert and her old passport.

I verified that case with my cousin and he said that it is not necessary for your friend to undergo seminar with CFO because she will only be changing her last name. CFO is commission on filipino overseas, its for those who ready to leave the country and already have visas or have the documents that they have applied for the visa.

It is not compulsory to change her last name to married name. it would save cost, waiting and effort for a not so important thing. when your friend will travel or reside in the UK for instance on settlement. once she will convert to a new citizenship. she can amend her last name to married name when she gets her british passport. that would sound even better assuming that your friend is going abroad to live with the husband.

Your friend doesn't need a CFO cert. The CFO cert is for those people who have the passport already and ready to leave the country. What your friend needs are SECPA birth cert, NBI and Baptismal certificate of course the passport photos.
Why does she need to come to Cebu to get a passport? She can get passport at Davao City consular office? It will be cost wise to get the passport at DFA in Davao.
