wow, I wonder why they make it sound so difficult for you. I tell you, you better go to DFA and bring what they posted on the board and you should be fine. If you are a catholic then go to the church were you baptized and get the paper long with your NBI clearance. That is all you need. It works every time. Not the expensive ITR from school uni. Unless you will be needing it to work abroad.

my cousin works here in Cebu. I thought your in Cebu. Sorry... but it should not be a problem. It is the same for DFA everywhere. He is based here in Cebu but goes to almost every where in the Phils. that does not have Consular Offices for the filipino people to avail the DFA Services and hopefully get passports.
