Hi Mate, visit http://www.ecensus.com.ph/ and you can get all the forms. The easiest way is to use your g/f address in the Philippines for delivery and she can make the payment at the BDO. If you have any questions about the process on there drop me a PM and I'll talk you through it.
You will need to e-mail Moya.Jackson-HonCon@fconet.fco.gov.uk to make an appointment in Cebu for the conversion of CNI.
I'd offer to let you stay at my place in Cebu, but we're actually about 2 hours from the city in Dalaguette and Marvie is moving away very soon.
