A question for the regular fliers

I'll be flying Heathrow to Cebu in the next week or two and every time I've travelled before, I've flown economy with Cathay Pacific

As I'm not planning to use the return ticket (but need a return for entry clearance obviously) I was just wondering if it's possible to book business class for the outbound and economy for the return. preferably with Cathay Pacific?

    Yes you can....

If you normally fly with Cathay Pacific and have miles... why not book a Y (Economy) return and use your miles for a free upgrade.

With business class it will most likely be cheaper to book a one way, and I recommend you try a few specialist travel agents, as some of the business class deals don't appear online in the same way as the economy ones do.
For the return, you have several options, and many people just book a cheap Air Asia ticket from Clark to Kota Kinabalu as your outbound ticket. No need to book one all the way back to the UK, it's such a waste.

As Chino mentioned, upgrading with miles is a very good option, although understand that upgrading is normally only possible on the higher fare classes, not your promo economy tickets.
