Hopkins International Partners or CIE Cebu city?

Hi all! Anyone can help me which testing centre is best to take the English test? The CIE means I have to wait for the schedule for the exam and not sure they will conduct if the minimum number is attained. Am not sure about the Hopkins too is they are accredited.

Hopkins is on the approved UKBA list.
